JPG to PDF
Drop the JPEGs, pick the page size, download one PDF. Each photo keeps its own pixels — the page just gets a white canvas around it.

When people need this
Application portals that ask for “one PDF, please” are the main reason. Visa and job applications want your passport scan, the photograph and the proof of address in a single file in a fixed order; every portal rejects five separate JPGs. Sending photos of documents to a landlord, an insurer or a school works the same way — one file, pages in the order you dropped them.
How big the PDF gets
JPEG files are copied into the PDF byte for byte, so the sum stays within a few percent of your originals — a 12-photo set of 3 MB each lands around 36 MB, not 80 MB. Nothing is re-compressed to make the number look small, because that is exactly how a scan turns into an unreadable smear.
Why a page is not the same as a photo
A4 is 210×297 mm at 72 dpi = 595×842 pt. A phone photo is 4:3, so it cannot fill that page without being stretched or cropped. The photo is scaled to fit inside the 10 mm margin and centred, which keeps the aspect ratio honest. Set the page to “follow the image” when you want a PDF with no white borders at all.
