What this spec actually requires

The US Department of State requires 2×2 inches (51×51 mm), a head 1 to 1 3/8 inches tall, taken within the last 6 months, in colour, on plain white. No glasses since 2016, and the expression must be neutral with both eyes open.

How the crop is guided — and what is not automated

The frame is locked to the 51:51 ratio and two horizontal guides mark the 50%–69% head band. You position the face; the tool does not guess where it is. That is deliberate: automatic face detection fails on babies, head coverings, glasses and profile photos, and a wrong auto-crop is worse than a manual one because you cannot see the mistake until the photo is rejected.

Backgrounds: solid, not magic

A new background colour is applied by compositing, not by hair-level matting. That works when the source is a transparent PNG (a cut-out) or when the new colour is close to the old one. It will not turn a busy café wall into clean white — for that, photograph against a plain wall in the first place, which is also what the acceptance rules assume.

Printing: 4×6 with no scaling

The print sheet is 1800×1200 px at 300 dpi — a 4×6 inch page with 6 copies and thin cut lines. In the print dialog choose 4×6 paper, 300 dpi, and turn OFF “fit to page”: scaling is the single most common reason a correctly sized photo prints at the wrong size.

Common reasons this photo gets rejected

  • Photo older than 6 months
  • Shadows behind the head
  • Smiling or open mouth
  • Uniform or camouflage worn by a civilian applicant

Compliance wording

This tool produces a file that matches the published technical specification (dimensions, head ratio, resolution, background). It cannot promise that a specific officer accepts a specific photo, and neither can any tool — so we do not say “guaranteed to pass”.

Frequently asked questions

Do I need 600×600 pixels exactly?
Yes for digital uploads — that is the size derived from 51×51 mm at 300 dpi. For print, what matters is the physical size, but keeping 300 dpi guarantees both.
Why is my printed photo the wrong size?
Print scaling. Choose the exact paper size and disable “fit to page” or “scale to fit”. Also check that the file still carries 300 dpi — some editors rewrite the density on save.
Can I use a phone selfie?
Usually yes, if the light is even, the background is plain, and the camera is at eye level — arm-length distance distorts the nose. Avoid beauty filters: they change face geometry, which is exactly what the biometric check measures.
Is the photo uploaded?
No. The crop, resize, background composite and 300 dpi stamp all happen in the tab. A passport photo is an identity document — keeping it off a server is the whole point.
